Taking over the Russian experience in supporting SME

The “Small towns” project carried out a study tour to the Republic of Tatarstan (Russian Federation) to learn the practices of implementing federal and regional programs to support small and medium businesses. The key partners of the project - heads and specialists of the Belarusian Fund for the Financial Support of Entrepreneurs, representatives of the Economy Committee of the Viсiebsk and Mahilioŭ Oblast Executive Committee, as well as specialists from the business support centers from Hlybokaje, Kryčaŭ, Čavusy took part in the trip.

The project’s stakeholders attended a new Multifunctional Center of Business Services to learn about a comprehensive approach to consulting and informational services for entrepreneurs and those who want to start a business.  

The participants also learned about the functions of the Guarantee Fund of the Republic of Tatarstan, reviewed its organizational structure, business processes and interaction with banks and other institutions in the sector.

Valuable contacts were established during the meetings in the Kama Center for Cluster Development of SMEs. Delegation from Belarus was presented examples of successful work on the development of subcontracting and industrial cooperation. The participants of the meeting agreed to invite Belarusian enterprises for cooperation through the site www.innokam.pro .

The participants of the tour learned about the distance training programs on entrepreneurship developed for Russian entrepreneurs (www.corpmsp.ru , www.bizfabrika.ru , www.business-class.pro ), as well as with the practice of their application in Tatarstan.

The Russian experience will be used in the implementation of the «Small Towns» project in Belarus.

" The experience gained is very helpful and useful for organizing of a single reference and consulting service for business entities, a social entrepreneurship center, a business incubation center, an export support center. The experience of rendering state support in the form of a loan in cooperation with the guarantee fund has been studied. Factoring operations may be an interesting and expedient form of financial support for introducing in Belarus”.

Many directions of the activity of organizations of infrastructure for supporting entrepreneurship are topical and have no analogues for the Vitebsk region. The Vitebsk regional marketing center, as a base center for supporting entrepreneurship, plans to use the acquired experience in the framework of further implementation of its activities and implementation of development and support programs for small and medium-sized businesses in the Vitebsk region.

The study tour was organized at a high level. I would like to note the professional and responsible approach to drawing up the training program. The study tour had the most effective result. "
