Belarus adopts foreign experience of small and medium business development

On the 16-18 May 2017 a working visit of the governmental delegation from Belarus on the development of small business took place in St. Petersburg and the Leningrad region. Representatives of the Department for Entrepreneurship of the Ministry of Economy, the Council for the Development of Entrepreneurship of the Republic of Belarus, the Belarusian Fund of Financial Support to Entrepreneurship and the Development Bank of the Republic of Belarus held a number of working meetings with subjects of the small business supportive infrastructure.

During the visit to the Credit Fund for Small and Medium Business in Saint-Petersburg, the participants discussed issues of credit  resources accessibility for small business through a system of guarantees and microloans provision.

Center for Entrepreneurship Support of Saint-Petersburg hosted a round table to present activities for the development of entrepreneurship in the city, promoting domestic products in the Russian and international markets.

During the working meeting at the Economic Development Agency of the Leningrad Region Svetlana Nerushai, chairman of the Committee for the development of small and medium business and the consumer market of the Leningrad Region, shared her experience in business acceleration, consulting and financial support to SMEs in small towns.

The Belarusian delegation also visited the Entrepreneurship Development Council under the aegis of the Governor of Saint-Petersburg. During the meeting, Chairperson Yelena Tsereteli introduced the Entrepreneurship Development Council as a consultative and advisory body under the aegis of Governor of St. Petersburg on the implementation of the state policy in the sphere of supporting small business that unites representatives of the most significant business associations of the city.

The Ombudsman for Protection of Entrepreneurs in Saint-Petersburg, Alexander Abrosimov, held a working meeting with the participants of the study tour to discuss the functions of the Ombudsman in the system of supporting entrepreneurs and share his experience of interacting with other state bodies and business associations. Participants of the meeting explored how the institution of business ombudsmen was established and what role it plays in the development of entrepreneurship.

"Currently, the Ministry of Economy of the Republic of Belarus is considering the possibility of introducing in the country the post of the Ombudsman for Protection of Entrepreneurs. In this context, Russia's experience is very valuable." - said Petr Arushanyants, Director of the Department of Entrepreneurship of the Ministry of Economy of the Republic of Belarus.

The study tour was organized within the framework of the UNDP project "Promotion of employment and self-employment of the population in small and medium-sized towns in the Republic of Belarus". The project is implemented with the financial support of the Russian Federation.
