High level International Conference on Administrative Procedures Looked at Public Services Reforms in BelarusDec 12, 2016
International Conference “Prospects for improvement of the legislation on the implementation of administrative procedures in the Republic of Belarus” was held on 9 December 2016 in Minsk with the support of the National Centre for Legislation and Legal Research of the Republic of Belarus and UNDP in Belarus within the framework of the UNDP project “Strengthening Inclusive Local Governance in the Republic of Belarus”.
"We got access to the best international Public Administration practices through the help of UNDP in Belarus, and will carry out the digitalisation of administrative procedures in the future. The respective law-in-draft is currently being developed," - said Mr. Andrei Matelsky, the Head of the State Legal Department of the Presidential Administration of the Republic of Belarus who opened the conference.
The Conference was attended by 250 high level government officials and raised important issues of the public administration and public services delivery at local level in Belarus and the world. International and local experts elaborated on different aspects of public services reforms. The legal framework for the implementation of administrative procedures in the electronic form, experience of implementation of ICT technologies within administrative procedures and the operation of ”One Window” Centers were the key subjects for discussion.
The expert Holger Pyndt from the Danish Association of Local Governments presented the unique Danish experience with setting up Municipal Citizen Service Centers, which started in the 1980s and which nowadays has shifted almost entirely to citizen self-service online. Experts from Azerbaijan and Kazakhstan shared their countries’ experience in adjusting the legislation and implementation of institutional reforms to maintain the quality of public services.
Ekaterina Paniklova, UNDP Deputy Resident Representative in Belarus made an important remark that in order to leave no one behind when bringing innovations in public services, the interventions should be inclusive and responsive to people's needs.
